DAP Application - Multiple Dwelling and Mixed Use - 74-76 (Lots 13 and 14) Blackwood Avenue, Augusta


The Shire of Augusta Margaret River has received a Development Assessment Panel (DAP) application for Multiple Dwellings and Mixed Use Development (Office, Consulting Rooms, Restaurant & Shop) at 74-76 (Lots 13 and 14) Blackwood Avenue, Augusta.

The lots are intended to be developed with a two (2) storey residential apartment building (Multiple Dwellings) at the rear, and a three (3) storey Mixed Use commercial building fronting Blackwood Avenue. The proposal was reviewed by the South West Joint Design Review Panel prior to lodgement and was generally considered positively in terms of design. The existing bus embayment on Blackwood Avenue would be retained, though is proposed to be redesignated as a “Bus and Loading Zone Only” to allow delivery trucks servicing the commercial tenancies to park on the street. Four trees are proposed to be retained with an additional seven noted to be retained as best as possible – refer to the Preliminary Tree Survey & Impact Statement for further details.

The proposal presents the following variations to planning rules:

  • The Multiple Dwellings would have an overall building height of 8.9m above natural ground level, in lieu of the maximum 8m building height permitted by Local Planning Scheme No.1 (LPS1);
  • The Mixed Use commercial building would have an overall building height of up to 10.8m above natural ground level, a variation to the 8m building height permitted by LPS1.
  • The rear boundary wall of the Multiple Dwellings would be 7m high and 19m long. This is a variation to the Residential Design Codes which require walls of this size to be broken up with a 3m wide, 3m deep indent.
  • The proposal would have a car parking shortfall of 11.5 bays against the car parking requirements of LPS1.

The decision maker for this application will be the DAP, and the Shire is collecting community feedback as part of this process.
