DAP Application - 2 (Lot 6) Peake Street, Cowaramup

We are seeking community feedback for the proposed Service Station at 2 (Lot 6) Peake Street, Cowaramup.

Background

The Shire has received a development application for a Service Station at 2 (Lot 6) Peake Street, Cowaramup.

The application will be assessed though the Development Assessment Panel (DAP) pathway. The decision maker for this application will be the DAP, not the Shire. As part of the DAP process, the Shire is required to submit a Responsible Authority Report (RAR) and is seeking community input to support the preparation of this report.

About the Proposal

The proposed development is located within the Cowaramup Town Centre, at the corner of Peake Street and Bussell Highway, and includes:

  • A service station and convenience store, comprising:
    • A 234m² net lettable area retail building
    • A central forecourt canopy with 12 refuelling bays
    • Nil setback to the western, northern and southern boundaries
    • A setback of 6.3 metres from Bussell Highway (measured from the canopy)
  • Two vehicle access crossovers from Peake Street
  • Removal of all existing structures, improvements, and vegetation
  • Eight (8) vehicle parking bays in front of the retail building
  • An air and water bay located along the eastern boundary
  • Four (4) bicycle parking bays near the pedestrian entry on Peake Street
  • A loading bay with plant, services, and bin enclosure on the northern side of the building
  • 130.8m² of landscaping (approximately 7.3% of the site area), including two verge trees
  • On-site effluent disposal
  • Proposed operating hours of 6.00am to 10.00pm daily, with 2–3 employees

The proposal will be assessed against the Shire’s Local Planning Framework, including Local Planning Scheme No. 1, relevant Shire Planning Policies, and the Cowaramup Village Centre Design Guidelines.

Key matters to be considered by the Shire’s planning team include:

  • Consistency with the Cowaramup Village Centre Design Guidelines, including built form, streetscape, and interface with surrounding development
  • Setback requirements to sensitive land uses, including consideration of amenity impacts
  • Alignment with the objectives of the Town Centre zone under Local Planning Scheme No. 1
  • Consideration of the Draft Neighbourhood Centre Character Controls Policy (LPP18), where relevant to the proposal

The decision maker for this application will be the DAP, and the Shire is collecting community feedback as part of this process.
