We are now welcoming community feedback on the Revised Ellis Street Precinct Concept Plan.
In 2023, the Shire released a Draft Concept Plan for the Ellis Street Precinct to guide infrastructure renewal, environmental restoration, public land use and landscaping. Community feedback on the original draft has been carefully considered, and engineering technical advice has been sought. The plans have since been revised to reflect community input:
The key issues the project aims to address include:
- improving road surface and drainage
- improved environmental outcomes including water quality and tree protection
- improved legibility and wayfinding throughout the area through clearer layout and signage
- improving pedestrian and cyclist connectivity (paths), with clear separation from vehicles and boat movements
- increasing availability and functionality of parking
The concepts are indicative only, and through detailed design the shire will be able to confirm what is constructed on site. This will also be impacted by budget and construction costs at the time
The time between consultation phases reflects the need to review community feedback, undertake further technical work and balance this project alongside other localised priorities

2023 Draft Concept Plan and consultation results
2023 Background and Consultation Results
The Shire has created the draft Ellis Street Jetty Concept Plan to guide infrastructure renewal, environmental restoration, use and landscaping within the Ellis Street Jetty Precinct.
To guide design development a Background Report was prepared to review the 2015 Ellis Street Jetty Precinct Development Concept Plan and identify any additional community infrastructure and environmental restoration works required.
In 2023 we received 24 contributions to the Draft Ellis Street Jetty survey. 54% agreed with the direction of the concept plan, 17% did not agree with the direction of the plan and 29% were unsure.
Officers have reviewed the feedback received and updated the Draft Concept Plan. Please see the entirety of the verbatim feedback with shire comments here
Key themes that arose included feedback regarding requests for another boat ramp, timed parking impact on East Augusta residents, requests for improved picnic areas, comments for and against formalised parking and a request for a skate park in the area. Please see table below for changes
Common Community Feedback Themes | Shire Comment |
Another boat ramp | It is recognised that Ellis Street is a deep launch facility, however there are various spatial and topographical constraints at the site. |
Timed parking impact on East Augusta resident | Timed parking has been removed from the revised concept plan |
Requests for improved picnic areas | Additional grass area adjacent to the Blackwood River has been provided to facilitate those that take sandwiches down to the water. This space also functions as a waiting area for tours, that is separated from vehicles and roads. Current picnic spots include: - shaded area to the south that includes barbecues – shade allows people to linger, and this area has good separation from boats and vehicles |
Comments for and against formalised parking | The revised concept plan aims to balance various viewpoints of community. The concept aims to keep the area ‘low key’ but also provides a safe traversable path for those with limited mobility including older adults and families with prams. The parking areas included provide a mix of formal (sealed) and informal (gravel) parking spaces. |
Request for a skate park in the area | A new skatepark is outside of the scope of this concept plan |
