Proposal - Ellis Street Reserve Excision and Amalgamation
The Shire is seeking community feedback on the proposed request to the Minister for Lands to excise a portion of Reserve 37811 (Class A) which provides access to a private jetty to amalgamate with the adjacent Reserve 27643 (Class C), at the Ellis St Jetty Precinct.

The Shire manages Reserve 37811 (Class A reserve) and Reserve 27643 (Class C reserve), together they comprise the bulk of the Ellis Street Jetty Precinct.

There is a private jetty located in the class A reserve portion of the Ellis St Jetty precinct. The owner of the private jetty holds a commercial jetty license and a development approval (DA) for the operation of a houseboat business and infrastructure to service the houseboats from the jetty.
The owner has applied to amend their DA to include an office and secured parking on the portion of reserve next to the private jetty, and floating pod accommodation at the private jetty for short stay accommodation. This portion of reserve next to the private jetty does not contain any public pathways for foreshore access, is predominantly used for access to the private jetty and is cleared of vegetation. The application cannot be assessed while that portion of land remains in an A class reserve.

Sitemap 4: Proposed amalgamated Class C Reserve 27643 with realigned waterway boundary
Amalgamating this portion of the Class A Reserve next to the private jetty with the adjacent Class C Reserve will:
create single managed foreshore reserve extending across the Ellis Street Jetty Precinct;
allow the Shire to formalise the existing use and infrastructure arrangements over the portion of land next to the private jetty; and
allow the Shire to consider the applicant’s proposed changes to the development.
This community consultation relates to the proposed excision of the Reserve. The applicant’s proposed changes to the development will be separately assessed under the Shire’s Planning Scheme, and will undergo further process of community consultation directly related to the proposed development.
