UPDATE - Amendment No.1 to Structure Plan – Lot 500 Wirring Road, Cowaramup

The structure plan was presented to Council on the 24 September 2025 subject to a number of modifications based on feedback from community, government agencies and the requirements of the planning framework.
Council resolved at its meeting to advertise the above modifications prior to making a final recommendation to the Department of Planning Lands and Heritage on the amended structure plan. The key modifications recommended to the structure plan are:
- Re-inclusion of a road connection between Duggan Drive and the extension of Roy Earl Drive;
- Introduce a mixture of densities outside the lifestyle village, increasing the approximate total number of dwellings from 450 to 490;
- Require public access footpaths through the lifestyle village site;
- Updated to the proponents Traffic Impact Assessment.
On the road connection between Duggan Drive and the extension of Roy Earl Drive, two alternative options have been proposed by the applicant following the Council meeting. A summary of these is provided below:
Option A – Places Road on the eastern side of the stand of trees, results in a greater area of public open space, but will also increase maintenance requirements for the Shire. Properties will back onto public open space and a small area of housing.
Option B - Places Road on the western side of the stand of trees, which are incorporated into the lifestyle village which may not allow for public access but will reduce maintenance requirements for the Shire. More properties will back onto housing and a small area of public open space.

BACKGROUND
The Shire has received a proposed amendment to a recently approved structure plan at Lot 500 Wirring Road, Cowaramup. The structure plan shows the intended development layout for the site, including the lot layout, road locations, public open space and access points to the site.
The current structure plan was approved by the WAPC in July 2024 and allowed for the residential development of Lot 500 Wirring Road. A subdivision approval has already been granted for the northern portion of Lot 500 Wirring Road in accordance with the currently approved structure plan. The proposed amendment seeks to alter the southern portion of the structure plan area and community feedback is being sought on the proposed modifications to residential densities, access points and public open space locations.
The key changes proposed are summarised below:
- Amend and increase the size and location of the currently approved ‘R60 lifestyle village’ site.
- Alter the extent and layout of residential lots, however the proposed Residential Coding will remain the same.
- Incorporating currently required tree protection into revised public open space locations.
- Revising the indicative road layout, including removing connections to Wirring Road and removing the continuation of Duggan Drive.
