Consultation Period for Community input about whether Fearn Avenue should remain open to vehicle traffic in the future, or closed to create a pedestrian-only precinct has now closed.
Any person who submitted a submission will be informed of when it will be presented to Council.
During the recent upgrades to the Town Centre of Margaret River, a portion of Fearn Avenue between the newly constructed cul-de-sac head at the entrance to Coles and the Bussell Highway was constructed as shared space. The design for this space evolved from previous consultative processes and is based on a very low speed traffic environment (10km/h) being shared with the use of the area by pedestrians. Shared space is a concept that operates with success in many parts of the world, but may not be the optimal solution for this situation. The Shire is seeking to gauge general community opinion on potential closure of the shared space to vehicle traffic by utilising provisions of the Local Government Act.
While the shared space was originally intended to be opened at the same time as the balance of the Main Street, issues with the availability of materials, specifically the retractable bollards currently in place, meant that the area remained closed following opening of the Main Street. Temporary traffic management measures were then put in place through a recent opening of the area to vehicle traffic. Through this time, information has been collected about use of the area and further discussions undertaken with key affected surrounding businesses. The outcomes of this consultation process, the requirements of surrounding businesses and comparative assessments of the use of the area will be put to our Council for a final decision on the use of the area. If the area was to be closed to vehicles, there likely would need to be some limited remedial works to existing infrastructure to enable the area to function effectively. At the same time, alternative use of the area may necessitate some minor changes to the layout of features such as street furniture.
